Competency concerns at the Department for Transport - but can the MPs’ watchdog really bite?

Is the DfT doing its job effectively, and if not who should call it out and suggest appropriate changes asks David Metz. He is impressed by the work of the House of Commons Transport Committee, but wonders if it is getting any real adoption of its recommendations.
